Architects
and builders are frequently not aware of efficiency
programs that can be applied to their project. As a
result, they may not use the efficient materials that
they would have used through participation in the program.
Their result may be less efficient and possibly more
costly than if they had known about the program. Even
worse, users may be aware of the program but confused
about its applicability to their project. Ignorance
and confusion reduce participation levels over what
could be achieved with the proper educational tools,
and projects may not receive incentives associated with
the efficient systems installed.
The
TAO concept can be applied to energy efficiency programs.
ERS can develop courses on when and how to participate
in specific programs, and either provide expert assistance
or route questions to program experts. All programs
would be covered. Alternatively, program information
applicable to new construction and major retrofits can
be provided at a reduced level as part of the Energy
Codes implementation. This section illustrates full
program coverage for the utility EnergyCo.
